A Training Needs Analisys was prepared on the basis of:
- a detailed questionnaire, to which 1942 replies were received from local stakeholders and 430 replies from regional stakeholders;
- a series of in-depth interviews conducted with local and regional stakeholders;
- a SWOT analysis of the current training system;
- a critical analysis of the legal framework governing training.
The National Training Strategy, accompanied by a detailed Action Plan, was adopted in September 2006.
